With a view to recovering learning and ensuring that no one is left behind, the 21|23 Escola+ Plan was approved, which presents a set of measures that are based on educational policies with proven effectiveness in terms of strengthening the autonomy of schools and differentiated educational strategies aimed at promoting academic success and, above all, combating inequalities through education. This integrated Plan for the recovery of learning for primary and secondary school students focuses on three structuring axes of action – 1 - teaching and learning; 2 - supporting educational communities; 3 - knowing and evaluating – developing in areas of action, corresponding to priority areas of incidence, and in specific actions, which constitute the portfolio of measures proposed to educational communities, on the one hand, and the means and resources made available, on the other hand.

The 23|24 Escola+ Plan, created by Council of Ministers Resolution No. 80-B/2023, of July 18, is an extension of the 21|23 Escola+ Plan in the consolidation and recovery of learning deficits resulting from the pandemic crisis. It offers schools specific actions to be implemented in the 2023/2024 school year, based on the results and experience acquired. The 23|24 Escola+ Plan is structured around seven domains that encompass several actions to be implemented in primary and secondary education and maintains a multidimensional approach to prevent the impacts of the pandemic in schools, including diversified measures to recover not only learning deficiencies, but also the emotional, social and mental well-being of students.
